Evaluation
Evaluations of humanitarian programmes, which analyse their effectiveness, appropriateness and sustainability, have become more common in response to greater demand for transparency and quality. Though they are a means of achieving accountability, above all evaluations are an opportunity to learn – we evaluate in order to evolve.
Groupe URD is regularly approached by humanitarian organisations (NGOs, UN agencies, the ICRC, etc.) and donors to evaluate their activities.
Evaluations can focus on a programme or project being run in a particular geographical area, the impact of sector-based aid in several different countries, or the overall response of a number of actors following a large-scale disaster.
An evaluation can be carried out during the different phases of the project cycle (initial needs assessment, mid-term evaluation, ex-post evaluation, etc.) and with varying frequency and duration.
Groupe URD’s evaluation methodology is in keeping with good practice as promoted by ALNAP, ODI, OCDE/DAC and the Quality COMPAS, the quality assurance method that we have developed. Our evaluations are carried out to very high standards, with the aim of producing results which can be used in practice.
Groupe URD is a member of the Société Française d’Evaluation and the Active Learning Network for Accountability and Performance in Humanitarian Action (ALNAP)
